In December 2019 Ministers of the Australia and New Zealand Ministerial Forum on Food Regulation (Forum) published their Response to the Health Star Rating (HSR) system five-year Review Report (Review Report) and its ten recommendations for enhancing the HSR system.

In the Response, the Forum requested that the Food Regulation Standing Committee (FRSC) provide further advice on a number of implementation parameters, and develop an Implementation Plan for changes to the HSR system.

From this process a Targets for HSR Uptake Summary Paper was developed. This paper provides further detail with respect to interim uptake targets and metrics for the implementation period of the updated HSR system. The paper is available below.

On 17 July 2020, the Forum considered advice provided by FRSC and agreed an approach for all outstanding matters. The meeting communiqué and addendum detail all relevant decisions made by the Forum and can be viewed on the Food Regulation website.

The Forum endorsed the HSR Review Implementation Plan and agreed to an implementation start date of 15 November 2020. A two year transition period will apply.
